You're a geotechnician involved in the construction of a highway. You're supervising the first stage. This involves preparing the route the road will take.

You have a target you have to meet for compaction of the soil. (Compaction means pressing the soil together tightly.) The native soil is sandy, and has already been compacted by your machines. The ground has to be compacted to the target amount to ensure it will be stable enough to support the weight of the road.

The soil compaction does not yet meet your target. You're about to order the machine operators to compact it more when one of the other geotechnicians approaches you. She tells you the compacted area is above the groundwater table. This means there is water under the soil. Water will make the ground unstable.
