You decide to tell the crowd about the bomb threat.
Despite the emergency personnel, people are panicking. Soon they're
running and crowding toward the exits.
In the rush to get out, two people are trampled and killed. To top it all
off, the bomb threat turns out to be a hoax.
"What you're weighing off there is the danger of panic," says David Galea,
director of emergency preparedness for a city.
"If you were to cause a stampede of people for the gate, then obviously
that's undesirable and you're going to contribute to injuring people.
"There are no absolutes," Galea adds. "You would have to weigh
all the issues at the time, but certainly getting people out of the facility
would be what you're after, so anything that would achieve that in a calm
fashion would be a good thing."
