Here's what your memo could say:

To all staff,

I am writing to you in regard to the problems that occurred over the weekend. Let me first say that while I hold the on-duty staff members responsible, they still have my warmest support and fullest confidence. I will not, however, tolerate these kinds of mistakes again.

First, there is no way that any of the children should be left unsupervised and be able to make their way off the grounds and into the city. This mistake could have ended in tragedy.

In future, you are required to monitor the children's activities every minute you're on duty. This also applies to the child who almost died drinking poison. There is no excuse for this to happen on our ward. You must be more responsible or someone could die.

It has been brought to my attention that personal items have been stolen from the staff office. From now on, I am asking everyone to lock up all personal belongings before beginning a shift. This is for your own good.

Lastly, there is the matter of running out of food. You must observe the level of food supplies on the ward. In future, have someone check all food stores before the weekend begins.
