You refuse to offer the trips, but go about your day lobbying as you usually do.

You go to work knowing the company you work for is willing to break the law. The news hits the papers. You are considered a major link in the scandal because even though you did not offer the trips, you knew about them and did not act to expose the plan.

"You have to make...all different levels of decisions," says legislative advocate Michael Ross.

"[I decide] whether I'm going to give up a percentage of business for my client, or whether I'm going to go out and capture a new market for them....At the same time, I could suggest to them very strongly what color their buildings should be painted."
