You have been hired as a consultant for a project involving the development of a residential neighborhood. The land involved has no roads, so that will be the first thing the developer will want built.

Because the community will be designed primarily for older families, there will be no schools or parks. For the children that will be living there, the neighborhoods on either side already have sufficient facilities.

The site will be a pleasant neighborhood, uncluttered by commercial or industrial buildings. A walking path will be built along a creek which runs through the area and into the lake.

Using this portion of the Skookum Council Policy Manual, describe which rules will apply to your client's project.

1. All plans shall contain the following where they apply:

(a) Development and design guidelines relating to the overall area or portions of it in regard to:

( i ) commercial development, its function and locations, including highway commercial, if any;
( ii ) special treatment for environmentally sensitive areas and natural features, for land conservation areas for historic or archaeological preservation areas, for development adjacent to a ravine, creek or Skookum Lake.

(b) School and park requirements, stated by type and number of school or park sites and the areas in which they are to be located.

Small parks adjacent to storm retention facilities should be identified schematically at this stage.

District or City level recreational facilities should be identified by size, location, breakdown of facilities to be provided and method of acquisition.

(c) New roadways and alterations to existing roadways, identified by location, traffic flow and pattern estimates, and size.
