You are trying to figure out the dimensions of the frame you are cutting.

Part A

Frame width = (2 x mat size) + (2 x white space) + print width
FW = (2 x 3 inches) + (2 x 0.5 inches) + 21 inches
FW = 6 + 1 + 21
FW = 28 inches

Part B

Frame height = (2 x mat size) + (2 x white space) + print height
FH = (2 x 3 inches) + (2 x 0.5 inches) + 15 inches
FH = 6 + 1 + 15
FH = 22 inches

You need to cut 2 pieces of frame that are 28 inches long for the top and bottom of your frame. Plus, you need to cut 2 pieces that are 22 inches long for each side.
