You work in a production plant that hires developmentally disabled people. When new workers arrive, you sit them down, use behavioral techniques to teach them how to assemble a wire harness and time the result.

This initial measurement is called a baseline. A month later, you time the employees again and measure if the times improved or got worse. You report your time tests to the workers' case managers and their production supervisors.

A worker by the name of John Butorac has been doing really well. The first time you timed him, his initial baseline was 14 assemblies per hour. Since then, you've been working one-on-one with him every day. Today, congratulations are in order! John assembled 23 wire harnesses!
