You report a higher rate of produce spoilage so that the importer receives a credit.

You feel bad for the importer and his financial problems. His business has been down lately, but his expenses are constant for salaries, truck payments, insurance, fuel and rent. And now his wife is staying at home with a young child.

The spoilage in the lettuce is already very close to reducing the grade. You don't see any harm in slightly adjusting the figures so the importer gets his $2,000 credit.

Grader Jeffrey Honey wouldn't make this decision, but others have. In a case in New York a few years ago, some inspectors and wholesalers illegally accepted money for adjusting inspection reports. Most of them went to jail.

"It's easy money, available, and you 'probably' wouldn't get caught, but ask the dozen or so dirty inspectors in NYC if it was worth it," says Honey.
