"We all have guidelines within our organizations," she says. "Decision making involves interpreting these guidelines and using good judgment. Cases of food aid and working in war zones are when workers' decision-making skills are really tested.

"Some organizations state that you must remain neutral and stay above the fray," she adds.

This is the case with your organization. As with many things, there may be other solutions to problems if you take a moment to think about them. Are there other ways to meet the people? Are there diplomatic ways to reach them? Have you tried every other avenue?
