You decide to go with option one.

Shooting at a different location each week would remove the need to create, set up, and disassemble a costly set. Furthermore, every set would by definition be unique since each location would be different. For example, one week you could film off the coast of New England, while the next week you could explore the marine life off the Californian coast.

The different locales would, hopefully, spark the students' interest. However, by the time you paid travel costs for all the crew this option would probably be even more costly than building numerous sets.
